The previews on this page use the original files unchanged, because the DIP/SIPA licence attaches conditions to changing a font.
The licence of the Thai national fonts from the Department of Intellectual Property and the Software Industry Promotion Agency. You may use, copy and share the fonts free of charge, including in commercial work, but you may not sell the fonts on their own. Anyone who wants to change a font must tell DIP and SIPA in writing first, and the changed font may not use the original name.

Serve the files exactly as they come. The DIP/SIPA licence asks for written notice before any change, and converting or subsetting a font may count as one.
Thai text needs a taller line than Latin to fit the vowels and tone marks above and below: a line height of 1.6 to 1.8 is a good start for paragraphs.
