Subsetting or otherwise changing the files makes a modified font under the OFL, and a modified font may not use the name “Plex”. Check the licence before you convert them.
Thai text needs a taller line than Latin to fit the vowels and tone marks above and below: a line height of 1.6 to 1.8 is a good start for paragraphs.
